About this opportunity

The Southeastern Regional Transit Authority (SRTA) is soliciting bids for lift inspection, repair, and maintenance services for Stertil-Koni electric transit bus lifts at two Massachusetts facilities, with bids due October 2, 2026 and an anticipated award date of October 30, 2026. The contract carries Federal Transit Administration (FTA) compliance requirements, including DBE participation goals and federal clauses applicable to all contractors and subcontractors at any tier.

The scope covers comprehensive electrical and mechanical diagnostics, repair and replacement of defective components, annual inspections in compliance with ANSI/ALI standards, load and safety testing, and documentation at the Fall River Maintenance Facility (601 Brayton Avenue) and the New Bedford Maintenance Facility (65 Potomska Street). Equipment includes one ST1100 FWA-US lift at Fall River, one ST-1100-FWA-US and two ST-1085 FWA-US lifts at New Bedford. Contractors must provide labor, supervision, tools, testing equipment, replacement parts, and transportation in accordance with manufacturer specifications and applicable safety standards.

The contract term is three years. Bidders must provide pricing for each year, labor rates for standard, non-business hours, and emergency response work, and indicate equipment delivery lead times. Pricing must remain valid for 90 days from submission. SCTM is exempt from Massachusetts sales tax, and bidders should not include such taxes in proposals.

Insurance requirements include Worker's Compensation Insurance with minimum $1,000,000 coverage and Commercial General Liability Insurance with minimum $1,000,000 per occurrence and aggregate limits, with proof submitted at contract execution. Bidders must complete a Uniform Bid Sheet, Standard Company Quotation Form, FTA Clauses, and Debarment Certification. Site visits are available by contacting Casey Cabral at ccabral@srtabus.com. All vendors must register with or confirm current registration status at SAM.gov and comply with FTA procurement guidelines demonstrating responsiveness and responsibility.
