About this opportunity

The Commonwealth of Kentucky Department of Parks has issued a Request for Quote (RFQ) for lifeguard swimwear and uniforms to be supplied to various state parks across the jurisdiction. The procurement encompasses twelve line items including male and female lifeguard swimwear, a bundled lifeguard package containing caps, t-shirts, lanyards, and whistles, female board shorts, baseball caps, lifeguard and pool/beach attendant t-shirts, lanyards, whistles, adult/infant pocket mask kits (minimum 10 units), hip packs (minimum 10 units), and lifeguard jackets. All items must be delivered in May 2023 and vendors must respond to all twelve commodity line items to be deemed responsive. Quotations must be submitted in sealed hard copy format to Allison Warman at the Kentucky Department of Parks, 500 Mero Street, 5th Floor, Frankfort, Kentucky 40601, with the deadline set for March 9, 2023, at 2:00 p.m.; electronic submissions are prohibited. Award will be made on a best value basis utilizing a ranking approach with price weighted at 90 points and delivery at 10 points for a total of 100 points. All quoted prices must be provided on a unit basis on an F.O.B. Destination Freight Prepaid and Allowed basis, excluding federal excise tax and Kentucky sales or use tax, and must remain valid for a minimum of 60 calendar days after the quote due date. Payment will be made within 30 working days of receipt of goods and proper invoices, with a one percent daily penalty assessed for each day delivery deadlines are missed.

The Commonwealth of Kentucky reserves reciprocal preference for Kentucky resident bidders and extends additional preferences to qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities. Vendors claiming resident bidder status or qualified bidder status must submit required affidavits demonstrating compliance with Kentucky campaign finance laws, along with signed solicitation documents and supporting documentation. No incumbent vendors or existing technology integration requirements are identified in this procurement. The solicitation does not specify a budget range or award value; however, interested vendors should anticipate that pricing will be evaluated competitively based on the best value methodology outlined above.
