About this opportunity

The University of Alaska is seeking a qualified insurance company or carrier to provide a comprehensive life insurance program, with proposals due December 1, 2026. The program covers Basic Life Insurance, Accidental Death & Dismemberment (AD&D) insurance, and Supplemental Life insurance for benefit-eligible employees and their benefit-eligible dependents across the university system.

Basic Life coverage is fully non-contributory at a $100,000 benefit and includes an insured waiver of premium for total disability. Supplemental Life is voluntary and employee-paid, in increments up to $600,000 with guaranteed issue provisions. AD&D coverage is voluntary. The university reports a benefit-eligible workforce of approximately 4,300 employees across the University of Alaska Fairbanks, University of Alaska Anchorage, and University of Alaska Southeast, plus community colleges and rural research sites statewide.

The carrier must provide a "no-loss/no-gain" transition that grandfathers all current enrollees, active coverage amounts, and benefit elections without re-underwriting or coverage gaps. Required technology includes an employer portal for claims tracking, reporting, and management, plus an online forms library. Administrative support must be compatible with the university's internal benefit enrollment and eligibility processes. Pricing requires competitive, multi-year fixed rate guarantees aligned with the State of Alaska fiscal year (July 1 to June 30), backed by performance guarantees. The university defines success by customer service and claims responsiveness.

This program includes Basic Life Insurance, Accidental Death & Dismemberment (AD & D) Insurance, and Supplemental Life Insurance coverage for eligible employees and their benefit-eligible dependents across the University system. UA employs a benefit-eligible workforce of approximately 4,300 employees across three separately accredited regional universities (University of Alaska Fairbanks, University of Alaska Anchorage, and University of Alaska Southeast), community colleges, and rural research sites statewide. The purpose of this procurement is to establish a modern, seamless, and cost-effective Life Insurance program that: ‐ Fulfills Core Employee Benefit Needs: Provides robust financial protection for UA employees and their families through fully non-contributory Basic Life coverage ($100,000 benefit) with an insured waiver of premium for total disability, voluntary employee-paid Supplemental Life coverage (in increments up to $600,000 with guaranteed issue provisions), and voluntary AD & D coverage. ‐ Ensures Complete Continuity of Coverage: Guarantees a "no-loss/no-gain" transition that grandfathers all current enrollees, active coverage amounts, and benefit elections without requiring re-underwriting or imposing coverage gaps. ‐ Integrates Efficiently with UA Administration: Delivers user-friendly online technology, including an employer portal for claims tracking, reporting, and management, an online forms library, and direct administrative support compatible with UA's internal benefit enrollment and eligibility processes. ‐ Delivers Long-Term Rate Stability & Value: Secures competitive, multi-year fixed rate guarantees aligned with the State of Alaska fiscal year (July 1 to June 30), backed by rigorous contractual performance guarantees. Success will be defined by a high level of customer service and claims responsiveness, high employee satisfaction, minimal administrative burden on UA staff, complete plan continuity during transition, and total compliance with all contract terms and performance standards.
