All fees, travel, supplies, equipment, and expenses must be included in the proposed all-inclusive hourly rate, with compensation limited to work completed on facility premises. Proposals will be evaluated on a maximum of 1,050 points, comprising 600 points for technical merit (experience, references, and mandatory active Kentucky licensure), 350 points for cost based on the lowest all-inclusive hourly wage rate, and up to 100 points for oral presentations if required. Written questions are due by April 9, 2026, with proposals due by May 1, 2026, at 2:00 p.m. Eastern Time. The anticipated contract term is July 1, 2026, through June 30, 2028, with the Commonwealth reserving the right to renew for up to two additional two-year periods pending approval from the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee.
