About this opportunity

The South Dakota Department of Revenue is seeking a vendor to manage a comprehensive license plate production and distribution system through a Request for Proposal (RFP #25RFP14522). The contract will cover centralized production and distribution of license plates, establishment of a centralized fulfillment center, and implementation of a print-on-demand system for 68 county offices and the Pierre Department of Revenue office. The state currently manages approximately 1.6 million registered vehicles annually, with projected license plate production ranging from 340,000 to 1.6 million plates per year between 2026-2031. Vendors must provide all necessary equipment, including thermal transfer printers, network infrastructure, servers, and controllers, and be prepared to relocate license plate production equipment from the State Penitentiary. Key deliverables include maintaining a secure fulfillment center within South Dakota, managing just-in-time inventory, and ensuring 100% quality control of license plates. The proposal submission deadline is August 4, 2025, with optional site visits at the State Penitentiary scheduled between May 6-16, 2025. Vendors must email inquiries to Morgan Maier at Morgan.Maier@state.sd.us, with "RFP #25RFP14522" in the subject line, and no inquiries will be accepted after a specified date.

The RFP does not explicitly mention set-aside designations or restrictions for specific types of organizations. The contract is anticipated to be a 10-year agreement with a potential 5-year extension, running from September 2025 to March 2036. The current license plate production is handled through Pheasantland Industries at the State Penitentiary, suggesting a potential transition of existing infrastructure and processes. Vendors must demonstrate comprehensive technical capabilities, including vulnerability scanning, single sign-on integration, and compliance with state IT security standards. The solicitation requires vendors to provide detailed technical and security documentation, including a security questionnaire that covers hosting options, infrastructure, identity management, application development, and threat management. While specific budget ranges are not explicitly stated, the vendor will be responsible for all equipment, production, and distribution costs, with the state reserving the right to negotiate terms and compensation with the highest-ranked vendor. The contract will require vendors to maintain cyber liability insurance, implement robust data security protocols, and comply with state information technology security policies.
