About this opportunity

The Board of Regents of the University System of Georgia on behalf of Georgia Southwestern State University is requesting sealed bids for a library electrical service upgrade at the James Earl Carter Library in Americus, with bids due October 12, 2021, and a mandatory pre-bid conference on September 28. Addendum No. 1 was issued October 4, 2021, introducing material scope changes.

The scope involves replacing the main electrical service line and main switchboard, connecting to existing transformers and panels throughout the building, and now includes a comprehensive protective device coordination study — a licensed professional electrical engineer with minimum five years' experience must perform a short-circuit study, protective device coordination study, and arc flash and shock risk assessment in compliance with NFPA 70, IEEE standards, and NFPA 70E. Study reports with one-line diagrams, short-circuit calculations, protective device coordination curves, and arc flash hazard assessments must be submitted prior to product submittals and equipment ordering. Arc flash hazard warning labels with custom legends indicating incident energy levels, PPE requirements, arc flash boundaries, and system voltages must be installed at each analyzed equipment location.

The project involves replacing multiple panelboards (designated LA through LX and HA through HP2) fed by a 1200-amp main service with transformers ranging from 6 kVA to 75 kVA, providing new feeder conductors in existing conduits, and replacing dry-type transformers in place while maintaining National Electrical Code clearance and integrating existing infrastructure including air-cooled chillers, elevators, fire alarm, and emergency lighting systems. A new 5 kVA 480V:240V single-phase transformer and surge protective devices for the new main switchboard, Panel LX, Panel LA, Panel LC, and a specified load center are required.

The contract is awarded on a lump sum basis to the lowest responsive and responsible bidder. Bidders must demonstrate a Current Ratio of 1.0 or higher, an Experience Modification Rate not exceeding an average of 1.2 over the past three years, and successful completion of prior public works projects. A bid bond of not less than five percent of the bid amount is required; performance and payment bonds, each equal to 100 percent of the contract sum, are required prior to execution. Physical site work must commence upon issuance of a Proceed Order and achieve material completion within 90 consecutive calendar days. Pre-commencement services must be completed within 60 days. Capital City Electrical Services, LLC has been projected as the awarded contractor. Design documents are available from NBP Engineers, Inc. (emoore@nbpengineers.com). Bids may not be withdrawn for thirty-five days after opening except as provided by Georgia law.
