About this opportunity
Sacramento County's Department of Waste Management and Recycling is seeking a General Engineering Contractor (Class A) to perform LFG Well Bore Seal Installation at the Kiefer Landfill in Sloughhouse, California. The project involves installing well bore seals around 92 existing vertical gas extraction wells, specifically 78 4-inch casings and 14 6-inch casings. Contractors must remove existing wellheads, excavate 10-foot square areas 1.5 feet deep, place geomembrane well bore seals, and reinstall wellheads while maintaining approximately 12 inches of soil cover. The bid is scheduled for release on March 21, 2024, with a non-mandatory pre-bid meeting on April 23, 2024, at 9:00 am. Contractors must submit questions by April 29, 2024, at 9:00 am, with final bids due on May 16, 2024, at 2:00 pm through the Sacramento County Electronic Bidding Portal. The project requires submission of a bid guarantee of at least 10% of the total bid and compliance with federal regulations outlined in FHWA-1273 and Title VI Non-Discrimination Assurances.
The contract does not specifically mention set-aside designations for disadvantaged enterprises, though federal provisions suggest potential opportunities for minority-owned or small businesses. The estimated construction cost is $250,000, with pricing structured as unit pricing for bore seal installations: 78 units for 4" riser bore seals, 14 units for 6" riser bore seals, and a lump sum for mobilization/demobilization. Contractors must carry Contractor's Pollution Liability Insurance with a $1,000,000 per claim limit and be registered with the California Department of Industrial Relations. The work must be completed within a six-month timeline, with daily work permitted between 6 a.m. and 8 p.m., and liquidated damages set at $500 per calendar day of delay. Contractors will be responsible for coordinating with landfill operations, maintaining existing landfill gas infrastructure, and adhering to strict environmental and safety regulations during the installation process.
