About this opportunity

The Village of Clemmons in Forsyth County, North Carolina is requesting sealed bids for construction of 835 linear feet of sidewalk along Lewisville-Clemmons Road (State Route 1103), with bids due August 28, 2026 at 10:00 a.m., questions due August 14, 2026, and responses by August 21, 2026. This is a federal-aid project subject to North Carolina Department of Transportation Standard Specifications and Build America, Buy America (BABA) requirements — all iron, steel, construction materials, and manufactured products permanently incorporated into the work must be of domestic origin with manufacturer certifications required before payment.

The scope includes 835 linear feet of sidewalk construction, handicap ramps, signage, pedestrian pedestals, and thermoplastic pavement markings. Non-licensed contractors may submit bids and have 60 days after bid opening to obtain proper North Carolina licensing. All contractors must comply with NPDES permit requirements for erosion and sediment control, maintain an erosion and sediment control supervisor on site, conduct inspections every seven calendar days, and provide a twelve-month guarantee for materials and workmanship.

Intermediate completion is required by April 30, 2027 for all work except permanent vegetation establishment, with overall project completion by June 30, 2027. Traffic control on Lewisville-Clemmons Road is restricted to no lane closures between 7:00–9:00 a.m. and 3:00–6:00 p.m. on weekdays, with closure restrictions during holidays and holiday weekends. Liquidated damages are assessed at $200 per calendar day for final completion, $500 per calendar day for the April 30, 2027 intermediate deadline, and $1,000 per hour for traffic control restoration. Bid and performance bonds are mandatory per Article 103-7 of the Standard Specifications. There is no Disadvantaged Business Enterprise participation goal. Bidding documents are available for $85.67 from Sharpe Images in Winston-Salem, North Carolina. The contract is subject to Title VI nondiscrimination requirements, minimum wage provisions, contract work hours and safety standards, and on-the-job training requirements.
