The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Public Works, is soliciting bids for construction of Lewis Park Improvements in Hazelwood under IFB 2026-IFB-222, with bids due November 16, 2026 at 2:00 PM and a mandatory pre-bid meeting on November 2, 2026 at 10:00 AM via Microsoft Teams. The City has established Disadvantaged Business Enterprise participation goals: 18% Minority-Owned Business Enterprises, 7% Women-Owned Business Enterprises, 5% Veteran-Owned Small Businesses, and 3% LGBTQIA+-Owned businesses, with bidders required to demonstrate good faith efforts and submit documentation of outreach.
The scope encompasses demolition of existing site features, site preparation and grading with positive drainage, installation of two basketball courts with polycarbonate systems, playground safety surfacing (installed by others), a pre-fabricated wood pavilion shelter, spray pad with utility connections, chain-link fencing (8-foot and 10-foot heights), concrete and asphalt paving, benches with concrete pads, picnic tables, trash and recycling receptacles, a park grill, and native tree and perennial plantings. Four alternate bid items include additional trees, trash receptacles with pads, 6-inch concrete paving in lieu of 4-inch, and additional landscape work. The project is subject to Pennsylvania Prevailing Wage Act requirements, with hourly rates ranging from $22.91 to $63.71 for wages plus fringe benefits of $2.63 to $40.89, depending on trade and effective date.
Bids must be submitted on a lump-sum basis with firm, fixed prices through the secure ProcureNow portal. A bid guarantee of no more than 5% of the total bid amount is required. Upon award, the contractor must furnish a Performance Bond and Payment Bond each equal to 100% of the contract price within ten business days. General liability insurance with combined single limits of $1,000,000 per occurrence and $2,000,000 aggregate and automotive liability of $1,000,000 per occurrence and $2,000,000 aggregate are mandatory. Questions are due November 9, 2026 at 5:00 PM. A non-mandatory bid opening occurs November 16 at 3:00 PM at the City-County Building. Invoices are payable within 45 calendar days.
