About this opportunity
The state and local contract opportunity posted by Dallas Area Rapid Transit Authority (DART) in Dallas County, Texas, is a procurement opportunity with a reference number 2096436, set to close on December 3, 2025. The solicitation requires mandatory Bonfire registration to access complete bid details, with potential vendors required to initiate a "Prepare Your Submission" process to view project specifics. DART has established specific procurement terms, including strict FOB Destination freight requirements, where shipping costs must be included in the overall pricing. Delivery performance is critically emphasized, with time and delivery rates considered essential, and any seller failure potentially resulting in order rejection or default termination. The procurement process mandates detailed invoice submissions to APInvoices@dart.org, which must include comprehensive information such as purchase order number, item descriptions, quantities, unit prices, and extended totals. Payment terms are consistently Net 30, calculated from either invoice receipt or order receipt, whichever occurs later.
While specific details about set-aside designations are not explicitly outlined in the provided documentation, the procurement includes mandatory compliance requirements that could impact vendor eligibility. Vendors must certify they are not on the Texas Comptroller's list of companies contracting with Foreign Terrorist Organizations and must not boycott Israel. The contract includes equal opportunity employment provisions and prohibitions on conflicts of interest with Authority officials. Although the exact award value is not specified, the comprehensive terms and conditions suggest a structured procurement process with rigorous vendor evaluation criteria. Potential bidders must carefully review the attached Purchase Order Terms and Conditions PDF, which provides extensive guidance on operational expectations, technical requirements, and legal obligations. The solicitation appears to be open to qualified vendors who can meet DART's stringent performance and documentation standards, with all disputes to be resolved under Texas law and within Dallas County jurisdiction.

In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12.
