Four mandatory qualifications apply: the provider must employ certified Peer Wellness Specialists, Peer Support Specialists, or Certified Recovery Mentors; maintain comprehensive insurance including General Liability ($500,000), Worker's Compensation, Automobile Liability ($1,000,000/$2,000,000 with additional insured endorsement), Professional Liability ($1,000,000/$3,000,000), Cyber-Security Insurance, and Sexual Abuse & Molestation Liability ($3,000,000 when serving vulnerable populations); demonstrate a minimum of five years' experience delivering peer-delivered services to young adults ages 18–35; and maintain a physical facility of at least 1,000 square feet within Washington County prior to submission.
The provider will operate a low-barrier, substance-free drop-in center serving county residents ages 18–35 with a history of substance use, currently in recovery, or diagnosed with a Substance Use Disorder. Core services include peer mentoring, recovery resource connecting, recovery group facilitation, and community building aligned with SAMHSA competencies, delivered both at the facility and in the community. The provider must serve a minimum of 1,000 unique participants annually and may offer supplementary services including aftercare support, care coordination, case management, and supported employment or education.
The contract term runs July 1, 2027 through June 30, 2032 with annual contract terms and an option to renew for up to five years, subject to funding availability. Contract amounts are based on services provided, utilization, service delivery capacity, and negotiated budgets; Washington County does not guarantee equal funding among contractors and reserves the right to increase amounts based on service needs and fund dispersal capacity. Questions are due August 28, 2026. Contractor selection is scheduled for September 11, 2026. If the number of qualified respondents does not exceed available contracts, the county may negotiate directly and forego a formal RFP.
