About this opportunity

Dallas County, Texas is requesting bids for replacement of emergency power generators and associated electrical infrastructure at the Letot Residential Treatment Center and Letot Shelter (both in Dallas) under IFB 2026-040-7125, with sealed bids due July 30, 2026 at 2:00 p.m. CST and public bid opening at 2:30 p.m. the same day.

The existing natural gas-powered generators are unreliable during severe weather due to gas pressure reductions from the provider and are undersized to serve identified areas requiring emergency power. The scope encompasses complete generator replacement and electrical infrastructure upgrades at both facilities located at 10503 and 10505 Denton Drive. Bidders must submit three reference letters documenting similar services performed for previous customers.

Bid pricing must be a firm lump sum cost submitted on the provided cost sheet, with detailed cost breakdowns by Uniformat Level II Classifications. The lump sum must be all-inclusive of owner contingency, bonding, and insurance. The contract is a one-time purchase commencing upon Commissioners Court award and satisfaction of insurance and bonding requirements. Dallas County reserves the right to award in the manner most advantageous to the County, though it intends to award in its entirety to the lowest responsive and responsible bidder.

Bid security of 5 percent of the total bid amount is required for contracts exceeding $100,000, along with performance bonds and payment/material and labor bonds at 100 percent of contract value. Contractors must maintain comprehensive insurance including workers' compensation (statutory limits with $500,000 employer's liability), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), automobile liability ($500,000 combined single limit), and builders risk insurance at 100 percent of contract value, with Dallas County named as additional insured and 30-day cancellation notice required. Submission of Texas Ethics Commission Form 1295 is required. A pre-bid meeting is scheduled for July 1, 2026 at 10:00 a.m. via Microsoft Teams and 1:00 p.m. in-person at the Letot Shelter. Questions are due July 13, 2026 at 10:00 a.m. through BidNet. The County will pay invoices within 30 days of receipt of correct invoices reflecting delivered work.

Opportunity text

The project consists of replacing the existing emergency generators and associated electrical infrastructures in the facilities located at the Dallas County Letot Residential Treatment Center (10503 Denton Drive,) and the Letot Shelter (10505 Denton Drive), both in Dallas, Tx. The existing generators are powered by natural gas, which is not a reliable source of power in a severe weather scenario due to reduction in gas pressure by the provider. The existing generators are also not sized properly to provide power to areas in the buildings that have been identified by staff to need emergency power.
