About this opportunity
Letcher County Fiscal Court (Kentucky) is requesting bids for emergency downed tree debris removal from waterways throughout Letcher County, with bids due September 21, 2026 at 8:00 AM EST and award scheduled for 10:00 AM EST the same day.
The scope includes removing fallen trees from waterways at multiple county locations and transporting debris to the Letcher County Transfer Station at 2632 Millstone Road, Millstone, Kentucky. Pricing is submitted on a unit basis for five tree size categories ranging from 0–18 inches diameter to 48+ inches diameter (all up to 40 linear feet), plus a lump-sum mobilization, demobilization, and traffic control fee. All bidders must provide a full list of contractor-owned equipment or long-term rental equipment to be used for debris removal. The contractor is responsible for securing Kentucky Division of Water permits for all applicable sites and obtaining signed Right of Entry forms for private property access. All work-related expenses — labor, equipment, permits, traffic control, and property restoration — are the contractor's responsibility. Work must begin only after contract execution and coordination with Letcher County contact Matt Amburgey at (606) 595-8710.
Contractors must provide proof of general and professional liability insurance upon bid submission. Payment is contingent upon work completion, submission of before and after GPS-tagged photographs for each tree, and reconciliation by the Grants Management Team and Fiscal Court approval. All contractors must comply with OSHA standards and obtain all required federal, state, and local permits and engineering approvals. Work scope is limited based on available emergency disaster recovery funds. Submitted bids remain valid for 90 calendar days following the submission deadline. Questions are to be submitted through the DFS Procurement Portal at dfs.bonfirehub.com. Addenda will be posted to the DFS Portal; proposers are responsible for checking the website frequently.
