About this opportunity

Battery Park City Authority is requesting qualifications for a pre-qualified panel of law firms and legal staffing companies to provide on-call legal services across ten practice areas, with proposals due November 4, 2026 at 4:00 p.m. via email. New York State-certified MBEs, WBEs, and SDVOBs are encouraged to submit; while no specific participation goals have been established at this stage, BPCA will assess MWBE/SDVOB participation for individual contracts issued from the panel.

Firms may propose for one or multiple practice areas: Real Estate (including Land Use, Co-Ops/Condos, Landlord/Tenant Collections, Commercial Real Estate Litigation, Real Estate Transactions, Environmental, Condemnation, and Tax Certiorari); Construction; Public Finance; Labor Relations (Labor & Employment and Public Sector Labor Relations/Collective Bargaining); Litigation/Government Entity Representation; Insurance and Risk Management; Information Technology (including Cybersecurity and Data Privacy); Intellectual Property; Corporate Governance; and Constitutional Law. Key personnel involved in litigation or legal representation must be admitted to practice in New York. Firms must carry Commercial General Liability Insurance ($1 million per occurrence / $2 million aggregate), Workers' Compensation at statutory limits, Data Breach and Cyber Liability Insurance ($1 million per occurrence), and Professional Liability Insurance ($3 million per claim).

Pricing is based on hourly rates for partners, associates, paralegals, and other titles with annual escalation, plus reimbursable disbursements. No guaranteed volume of work is offered. The pre-qualified panel will have a three-year duration with an option to extend for two additional one-year periods at BPCA's discretion. The anticipated contract start date is Spring 2027. BPCA reserves the right to select any number of firms, including zero. Existing service providers must submit proposals to remain eligible for assignments after the current panel expires on April 1, 2027. Contact Zag Kimpolo at 212-417-2339 or zag.kimpolo@bpca.ny.gov for questions regarding MBE/WBE/SDVOB participation only. Proposers are restricted from making contact with anyone other than designated contacts during the restricted period.
