About this opportunity

This is a sole source procurement by the Washington State Department of Social and Health Services (DSHS) to provide access to an online comprehensive diagnosis tool and an unbiased collection of medical journals and periodicals for clinicians at multiple Behavioral Health Administration (BHA) and Developmental Disabilities Administration (DDA) facilities, including Western State Hospital, Eastern State Hospital, Rainier School, Fircrest, Lakeland Village, Yakima, and Maple Lane. The tool will act as a substitute for maintaining a medical library and multiple subscriptions to medical journals on-site, and will provide the clinicians with accurate and timely medical and drug information to treat patients safely and effectively. The total cost of the annual subscription is $50,122, with an additional $5,062.32 in state sales tax, for a total purchase order value of $55,184.32. The subscription will be awarded to Wolters Kluwer, the identified sole source vendor, and will be in effect from October 1, 2023 through September 30, 2024.

As this is a sole source procurement, there are no set-aside designations or restrictions on the types of organizations that can respond. The agency has determined that UpToDate, provided by Wolters Kluwer, is the industry standard and the only viable option to meet the needs of the clinicians at the facilities, as no other vendors or services can provide the same level of functionality and integration with electronic medical records. There is no incumbent vendor, as this service is a new requirement for the agency.
