The project scope encompasses construction of a fixed timber mooring dock with five slips, an overwater observation pier, two 16' x 16' gazebos, and thirteen interpretive and directional signs. The procurement requires lump-sum pricing across nine base bid line items and two alternate bid items, with contractors submitting responses through the OpenGov electronic bidding portal by March 24, 2026, at 2:00 p.m. A non-mandatory pre-submittal meeting is scheduled for March 2, 2026, at 10:00 a.m. at City Hall, and contractor questions must be submitted by March 12, 2026, at 2:00 p.m. The contract will be awarded to the lowest responsive, responsible bidder, with City Council approval anticipated on April 6, 2026. Substantial completion is required within 180 calendar days after Notice to Proceed, with final completion required within 210 calendar days. Liquidated damages assessments range from $904 per day for contracts under $300,000 to $1,685 per day for contracts valued between $300,000 and $2,000,000. A bid bond equal to five percent of the total bid price is required at submission, and the successful contractor must provide Performance and Payment Bonds each equal to 100 percent of the contract price within ten calendar days of award.
This procurement is subject to multiple federal and state funding sources and compliance frameworks, including Florida Department of Transportation (FDOT) Local Agency Program requirements, Federal Emergency Management Agency (FEMA) Public Assistance, Florida Fish and Wildlife Conservation Commission (FWC) Florida Boating Improvement Program funding, HUD Community Development Block Grant–Disaster Recovery (CDBG-DR), and Hazard Mitigation Grant Program (HMGP) provisions. The City of Fort Myers maintains a 15 percent Minority Business Enterprise (MBE) participation goal for the project, and contractors must demonstrate compliance with E-Verify employment eligibility verification, debarment and suspension certifications, and Iron and Steel product requirements under Florida Statutes Section 255.0993.
