About this file

This document is a procurement checklist and workflow guide used by the City of Fort Myers, Florida, to manage Invitation to Bid (ITB) and Request for Proposal/Request for Qualifications (RFP/RSQ) solicitations, particularly those involving grant funding from sources such as the Florida Department of Transportation (FDOT). The checklist outlines the complete procurement process for the Legacy Island Phase II project, an ITB for construction of a five-slip docking facility, overwater observation pier, two 16' x 16' gazebos, and interpretive signage at Legacy Island Park in the Caloosahatchee River. The procurement requires submission of lump-sum bids across nine base bid line items and two alternate bid items through the OpenGov electronic portal by March 24, 2026, at 2:00 p.m. A non-mandatory pre-submittal meeting is scheduled for March 2, 2026, at 10:00 a.m., with contractor questions due by March 12, 2026. City Council approval is anticipated on April 6, 2026, and the contract term requires substantial completion within 180 calendar days and final completion within 210 calendar days after Notice to Proceed.

The checklist identifies multiple funding sources including FDOT Local Agency Program, FEMA Public Assistance, Florida Fish and Wildlife Conservation Commission Florida Boating Improvement Program (contributing $330,241.00 or 83.24 percent of the $396,756.00 total estimated project cost), HUD Community Development Block Grant-Disaster Recovery, and Hazard Mitigation Grant Program. The City provides a minimum cost share of $66,515.00 or 16.76 percent of total project costs. Contractors must submit a five percent bid bond, obtain FDOT prequalification if work exceeds $250,000, maintain $1,000,000 minimum insurance coverage, and comply with a 15 percent Minority Business Enterprise participation goal. Liquidated damages range from $904 to $1,685 per day depending on contract value, and the successful contractor must provide Performance and Payment Bonds equal to 100 percent of the contract price within ten days of award. The workflow includes multiple approval and coordination steps with grant sources, internal departments, the selection committee, and the Clerk's office prior to contract execution and posting under contract management in OpenGov.
