About this opportunity

The Missouri Department of Transportation (MoDOT), specifically the St. Louis District, is conducting a Single Feasible Source (SFS) solicitation for Ledstar DMS (Dynamic Message Signs) and replacement parts. The procurement seeks to establish a contract with Ledstar Inc. as the sole provider of DMS signs, replacement parts, technical support, and warranty services for the St. Louis District's Intelligent Transportation System (ITS). The agency currently maintains 123 Ledstar DMS boards with an expected effective life of approximately 15 years, and requires ongoing parts and repairs to maintain the system's functionality. The solicitation will run from July 10, 2024, to July 17, 2024, with a contract period from July 17, 2024, to July 16, 2025. The procurement is specifically tailored to support the Advanced Transportation Management System (ATMS) software, which is essential for synchronization with existing highway facilities. Vendors must submit responses electronically through the MissouriBUYS system, with the contract to be awarded to the lowest and best bidder that meets all mandatory specifications and requirements. Evaluation criteria will include pricing, vendor responsibility, and compliance with all applicable statutes and regulations.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. The procurement is restricted to Ledstar Inc. due to the proprietary nature of the equipment and the need to maintain system compatibility and warranty integrity. The contract will be subject to the Domestic Products Procurement Act, with a potential 10% price preference for American-made products for purchases over $25,000. While no specific total contract value is provided, the solicitation covers parts and repairs for 123 existing DMS boards over their 15-year lifespan. Vendors must maintain adequate liability insurance with the Missouri Highways and Transportation Commission (MHTC) and MoDOT listed as additional insureds. Payment terms are set at Net 30 Days with Free On Board Destination delivery, and the procurement is being conducted in accordance with Missouri Code of State Regulations 7 CSR 10-11.020.
