Contractors must furnish and deliver LED traffic modules compliant with specified technical performance criteria including light output, color, viewing angles, durability, and environmental operating conditions as outlined in Exhibit A. Springs Street, Building 560 B, Long Beach, CA 90806. Deliveries are scheduled between 7:30 a.m. and 3:30 p.m., Monday through Friday. Pricing must be submitted electronically via the LongBeachBuys portal and include all delivery and unloading charges on an FOB basis. Miscellaneous purchases may not exceed $5,000 per order.

The initial contract term is two years with no price increases permitted during this period, followed by an option to renew for three additional one-year periods not to exceed five years total. Awards may be granted to multiple contractors. Contractors must provide a 90-day manufacturer's standard warranty. Back-ordered items must be delivered within 30 working days unless other arrangements are made. Payment is NET/30 days from invoice receipt or delivery acceptance. A $100 per day liquidated damage penalty applies for each calendar day's delay in delivery. Price escalation after the initial two-year period may be negotiated but shall not exceed the Los Angeles-Riverside-Orange County Consumer Price Index for All Urban Consumers for non-labor.

Contractors must comply with the City's Equal Benefits Ordinance for contracts of $100,000 or more, providing equal benefits to employees with spouses and domestic partners. Bids must include debarment certification, vendor information, references, Equal Benefits Ordinance compliance forms, and bid authorization. Responses to questions will be posted by November 11, 2026. Awards go to the lowest responsible and responsive bidder.
