About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is requesting bids on LED modules for traffic signal systems under a two-phase reverse auction format, with Phase 1 unpriced technical offers due September 10, 2026 at 1:30 PM Eastern Time and Phase 2 online reverse auction bidding on September 18, 2026 at 11:00 AM, with anticipated award September 30, 2026. The contract is subject to Buy America and Build America, Buy America (BABA) Act requirements, including final assembly in the United States and a 55 percent domestic component cost requirement effective October 1, 2026 — a decision-flipping compliance filter.

The scope encompasses 19 line items totaling approximately 7,240 to 7,265 units, including 8-inch and 12-inch circular LED modules in red, yellow, and green; 12-inch arrow modules; pedestrian countdown modules; U-turn modules; bicycle signal modules; and WAGO connector components. Quantities range from 25 to 1,500 units per line item. All modules must comply with Institute of Transportation Engineers specifications and carry a 60-month warranty covering materials and workmanship. Modules must be individually packaged in cardboard boxes with date-of-shipment markings. The KYTC reserves the right to conduct visual inspection and independent quality assurance testing on randomly selected units; failure of two or more units per line item may result in rejection of all units for that item and assessment of liquidated damages.

The contract term runs from September 30, 2026 through September 30, 2027, with four optional one-year renewal periods available. Delivery is F.O.B. Destination Freight Prepaid and Allowed to KYTC Warehouse in Frankfort, Kentucky. Evaluation allocates 95 points to price (lowest bidder receives maximum points) and 5 points to delivery time (best time receives maximum points); a 1 percent daily penalty applies for late deliveries. Vendors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate. All bids must be submitted electronically through the Kentucky Vendor Self Service eProcurement system; hard copies and email submissions are not accepted. The contract is funded through the Federal Highway Administration. Awarded vendors are subject to a 2.9 percent transaction fee payable to eBridge upon award.
