About this opportunity
The Kentucky Transportation Cabinet Division of Purchases is requesting bids on LED traffic signal modules under RFB 605 2700000067, with unpriced technical offers due September 8, 2026, and a reverse auction event scheduled for September 16, 2026, both conducted through the eBridge platform. This is a federally funded procurement subject to Build America, Buy America Act requirements, mandating domestic final assembly and, effective October 1, 2026, a minimum 55% domestic component cost for manufactured products.
The solicitation comprises 19 line items across multiple LED signal types: 8-inch and 12-inch circular modules in red, yellow, and green; 12-inch arrow modules in multiple colors; pedestrian countdown modules; U-turn modules; bicycle signal modules; and WAGO electrical connectors, with quantities ranging from 25 to 1,500 units per line item. All modules must comply with Institute of Transportation Engineers standards and Kentucky Transportation Cabinet Standard Specifications Section 835.16.05. Vendors must provide a 60-month warranty covering defects and all freight costs for replacements, with delivery specified as calendar days after receipt of delivery order and penalties of 1% per day assessed for late deliveries.
The master agreement has an initial term beginning no earlier than September 30, 2026, and expiring September 30, 2027, with four optional one-year renewal periods. Delivery is F.O.B. Destination Freight Prepaid to the KYTC Division of Traffic Operations Transportation Warehouse in Frankfort, Kentucky.
Evaluation criteria are price (95 points) and delivery time (5 points), with the lowest responsive bidder receiving award on September 30, 2026. Vendors must maintain Commercial General Liability Insurance of $1 million per occurrence and $2 million aggregate, submit BABA compliance certification and non-collusion affidavits prior to award, and register in the Kentucky Vendor Self Service system 24 to 48 hours before the September 8 closing at 1:30 PM Eastern Time. Reciprocal preference applies to resident bidders. eBridge charges bidders a transaction fee of 2.9% of the final awarded contract price.
