About this opportunity
The Kentucky Transportation Cabinet, Division of Purchases, is soliciting bids for LED traffic signal modules through a two-phase competitive sealed bid process, with unpriced technical offers due September 8, 2026 at 1:30 PM Eastern Time and an online reverse auction on September 16 at 11:00 AM. This is a master-agreement procurement funded by the Federal Highway Administration and requires Build America, Buy America (BABA) Act and Buy America certification confirming domestic manufacturing and assembly.
The scope comprises 19 line items totaling approximately 8,290 units: 8-inch and 12-inch circular LED modules in red, yellow, and green; 12-inch arrow, U-turn, and bicycle signal modules; pedestrian countdown LED modules; and WAGO connectors in 3-port and 5-port configurations. Quantities range from 25 to 1,500 units per line item. All products must comply with the Kentucky Transportation Cabinet's 2012 Standard Specifications for Road and Bridge Construction, Section 835.16.05, and Institute of Transportation Engineers standards. Each module must be individually packaged in cardboard boxes with shipment dates clearly marked for first-in-first-out inventory management.
The initial contract period runs from no earlier than September 30, 2026, through September 30, 2027, with four optional one-year renewal periods available with written approval from both parties and the KYTC Division of Purchases. Delivery is F.O.B. Destination Freight Prepaid to the KYTC Division of Traffic Operations Transportation Warehouse at 1239 Wilkinson Boulevard, Frankfort, Kentucky. A 60-month warranty against defects is required, with replacement modules and all freight provided at no cost. Vendors must maintain Commercial General Liability Insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, with the Commonwealth listed as an additional insured.
Award is based on best value using 95 points for lowest price and 5 points for best delivery time. Phase 1 technical offers must be submitted electronically through the Kentucky Vendor Self Service eProcurement system and eBridge's web-based bidding platform; vendors approved in Phase 1 will be notified by September 11 and invited to attend training on September 14–15. Pricing will be accepted only during Phase 2 reverse auction on September 16. The tentative award date is September 30, 2026. Awarded suppliers must pay an eBridge transaction fee of 2.9 percent of the final awarded purchase price. KYTC reserves the right to require sample delivery and independent laboratory quality assurance testing, with rejection of any line item if two or more samples fail specifications, potentially resulting in contract nullification and liquidated damages assessment.
