About this opportunity
The Kentucky Transportation Cabinet Division of Purchases is requesting bids for LED traffic signal modules across approximately 19 line items totaling 7,490–7,900 units, with unpriced technical offers due September 8, 2026 at 1:30 p.m. Eastern Time and a reverse auction event scheduled for September 16, 2026 at 11:00 a.m. No set-asides or preferences are specified.
The scope includes 8-inch and 12-inch circular modules in red, yellow, and green; 12-inch arrow modules; pedestrian countdown modules; U-turn modules; bicycle signal modules; and WAGO connectors. All LED modules must comply with Kentucky Transportation Cabinet 2012 Standard Specifications for Road and Bridge Construction Section 835.16.05 and Institute of Transportation Engineers standards. Products must meet Build America, Buy America (BABA) Act domestic manufacturing and component sourcing requirements and carry a 60-month warranty beginning from Kentucky Transportation Cabinet receipt. Delivery is F.O.B. Destination Freight Prepaid to the Division of Traffic Operations Transportation Warehouse in Frankfort, Kentucky. Vendors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate and provide BABA compliance certification, non-collusion certification, and Materials Certificate of Compliance.
This is a two-phase competitive sealed bid reverse auction through eBridge: Phase 1 (unpriced technical offers due September 8) determines qualified vendors, who will participate in vendor training September 14–15; Phase 2 (initial bids due September 15, reverse auction September 16) submits pricing only. Award is based on best value with 95 points for lowest price and 5 points for best delivery time. The tentative award date is September 30, 2026. The initial contract period begins no earlier than September 30, 2027 (or September 30, 2026 under one addendum version), expires September 30, 2028, and includes four optional one-year renewal periods. Federal Highway Administration funds support the contract. A 2.9 percent eBridge transaction fee applies to the awarded supplier's final total purchase price and must be incorporated into bid pricing. Late delivery incurs 1 percent daily penalties.
