About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is requesting bids for LED traffic signal modules under RFB 2700000067, with unpriced technical offers due September 8, 2026 at 1:30 PM Eastern Time and a Phase 2 reverse-auction bidding event on September 16, 2026 at 11:00 AM, tentative award September 30, 2026.

The scope comprises 17 line items totaling approximately 7,905 to 8,730 LED modules in various configurations: 8-inch and 12-inch circular modules in red, yellow, and green; directional arrows; pedestrian countdown modules; U-turn modules; bi-modal modules; and bicycle signal modules, with quantities per line item ranging from 50 to 1,500 units. All modules must comply with Kentucky Transportation Cabinet Standard Specifications Section 835.16.05 and current Institute of Transportation Engineers standards. Delivery is to the KYTC Warehouse in Frankfort, Kentucky, F.O.B. Destination Freight Prepaid and Allowed, with the vendor bearing all freight costs. A 60-month warranty covering defects in materials and workmanship is required; warranty replacements and associated freight are provided at no vendor cost. Late deliveries incur a 1% daily penalty.

All materials must meet Build America, Buy America Act requirements with manufacturing processes for steel, iron, and other materials occurring in the United States; vendors must submit compliance certifications prior to award. The contract is federally funded by the Federal Highway Administration. Vendors must carry Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate.

Evaluation uses best-value methodology: 95 points for pricing (determined through the reverse auction, with the lowest-price bidder receiving maximum points) and 5 points for delivery performance based on stated delivery time in days. LED modules are subject to visual inspection and random testing by an independent laboratory prior to award; failure of two or more sample units may result in rejection of all units for that line item and liquidated damages.

The resulting master agreement runs from no earlier than September 30, 2027 through September 30, 2028, with four optional one-year renewal periods available and potential price renegotiation at each renewal. Vendors must register with eBridge to participate and submit responses electronically through the Kentucky Vendor Self Service eProcurement platform. An eBridge transaction fee of 2.9 percent of the final total purchase price applies and must be included in bid pricing. Vendors must also submit affidavits certifying non-collusion, campaign finance compliance, and BABA compliance.
