About this opportunity
Bulloch County Schools is requesting proposals for LED lighting retrofit and replacement at Mill Creek Elementary School under LED Lighting Project #FY2027-Phase 03, with sealed proposals due November 5, 2026 at 2:00 PM and mandatory pre-bid and site lighting audit October 20–21, 2026. Non-attendance at the mandatory pre-bid meeting results in automatic disqualification.
The scope covers interior and exterior LED lighting modernization at the elementary school (239 Beasley Road, Statesboro, Georgia 30461). Contractors must use only specified fixtures from the Preferred Products List — EvoKit Click troffer fixtures in 1x4, 2x2, and 2x4 configurations; recessed cans in 4-inch, 6-inch, and 10-inch sizes; high-bay UFO and linear fixtures; vaportight fixtures; exterior canopy and wallpack lighting; LED bypass tubes; and dimming control switches with sensor compatibility — primarily from Philips (EvoKit and Lightolier) and Sylvania. No substitutions are permitted without prior written approval. Fixtures are identified by SKU with designated application areas throughout the facility, including classrooms, offices, hallways, storage, cafeterias, restrooms, gymnasium, and exterior spaces. Delivery includes packaged quantities and case-only purchases as specified.
All pricing must be all-inclusive: audit, engineering, design, inspection, permitting, materials, equipment, labor, insurance, bonding, disposal, freight, and warranties. A mandatory 10 percent general allowance for contingencies is included in the base bid. Prices must remain firm throughout the contract period and exclude federal excise tax and state/local taxes. Contractors shall apply for available rebates on behalf of Bulloch County Schools; all rebate payments are retained by the school district. Performance and payment bonds equal to 100 percent of the contract sum are required, along with Certificates of Insurance documenting specified commercial general liability and workers compensation coverage.
Substantial completion is 90 calendar days from Notice to Proceed, with final completion within 30 calendar days thereafter. All work is performed after hours (5:00 PM–6:00 AM, Monday–Friday, or weekends and holidays) to avoid school disruption. Liquidated damages of $200 per calendar day apply for work exceeding 30 calendar days beyond substantial completion. Payment is net 30 days from Bulloch County Schools acceptance of final completion and all deliverables, including manufacturer warranties provided in a three-ring binder. Public bid opening occurs at 2:10 PM on November 5, 2026.
