About this opportunity
Bulloch County Schools (BCS) in Georgia is issuing a Request for Proposal (RFP) for the LED Lighting Project FY2026 Phase 2, a retrofit and replacement procurement seeking modern LED lighting solutions across three school locations: Langston Chapel Elementary School, Langston Chapel Middle School, and Brooklet Elementary School. The procurement encompasses design, engineering, permitting, materials, labor, installation, and warranties, with all work requiring completion outside school operating hours (5:00 PM to 6:00 AM Monday through Friday, weekends, and holidays) and substantial completion mandated within 60 calendar days of the Notice to Proceed. Contractors must submit comprehensive technical proposals evaluated on a 100-point scale that address company history and qualifications, key personnel credentials, three letters of reference from school or institutional projects, detailed scope of work, specific LED product specifications utilizing the BCS-approved LED Preferred Products List (which includes fixtures from manufacturers such as Philips/Signify, Sylvania, and Xtralight), warranty details, estimated annual energy savings calculations, rebate application assistance, and all-inclusive firm costs segregated by location. Key objectives include upgrading outdated lighting systems to energy-efficient LED solutions that reduce energy consumption, minimize heat generation, and achieve measurable cost savings. A mandatory pre-bid lighting audit is required at each location on October 14 or 15, 2025, between 8:00 AM and 3:00 PM, with attendance mandatory for proposal consideration. Sealed proposals must be submitted to Ryan Macy, Director of Facilities Management, at 219 Simons Road, Statesboro, Georgia 30548, no later than October 30, 2025, at 2:00 PM, with public bid opening scheduled for 2:10 PM the same day. Liquidated damages of $200 per calendar day apply for delays exceeding 30 days beyond the substantial completion deadline.
The RFP documents do not specify set-aside designations or restrictions limiting responses to disadvantaged enterprises or specific organizational categories, indicating the procurement is open to qualified contractors meeting the stated requirements. All pricing must be all-inclusive and firm for the contract duration, excluding federal excise tax and state and local sales tax, with separate cost proposals required for each school location. Contractors must demonstrate financial and insurance capability by maintaining Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 general aggregate, plus Workers Compensation coverage of $100,000 each accident and $100,000 each employee, along with performance and payment bonds equal to 100 percent of the contract sum issued by a Corporate Surety authorized in Georgia. No incumbent vendors or current contractors are identified in the RFP documentation. The preferred products list establishes standardized LED fixture specifications across multiple application categories including classroom fixtures, common area lighting, gymnasium installations, exterior lighting, and specialized applications, which contractors must utilize or propose alternatives for approval. While specific award values or budget ranges are not disclosed in the RFP, the multi-location scope and comprehensive retrofit requirements suggest a substantial contract value; BCS reserves the right to accept or reject any or all proposals in whole or in part.
