About this opportunity

Moore County Schools Board of Education in North Carolina is requesting sealed bids for LED lighting retrofit and upgrade at two high school athletic facilities, with bids due September 25, 2026 at 1:00 p.m. and a pre-bid meeting on September 17 at 8:00 a.m. at Pinecrest High School Football Stadium.

The scope covers removal and disposal of existing lighting fixtures, reuse of existing poles and infrastructure where feasible, and furnishing and installation of new high-efficiency LED sports lighting systems with mounting brackets, hardware, in-pole wiring, electrical components, system aiming, and commissioning. Contractors must demonstrate compliance with North Carolina High School Athletic Association foot-candle illumination requirements, provide uniform field illumination suitable for athletic competition and spectator viewing, minimize glare and light spill, and submit manufacturer photometric analysis with aiming diagrams and fixture layouts. A formal light test conducted in the presence of the owner, contractor, and lighting representative will validate performance; systems not meeting criteria must be upgraded at the contractor's expense.

Contractor qualifications require experience with comparable sports lighting installations within the last five years, unlimited state licensing from North Carolina, adherence to National Electric Code Article 250 bonding and grounding requirements, and proof of $2 million per incident and $5 million umbrella insurance coverage. The lighting system must carry a minimum five-year manufacturer warranty on fixtures and drivers covering parts and labor, plus contractor workmanship warranty.

Bidders must submit detailed energy savings analyses comparing existing and proposed system consumption (kilowatt-hour reductions, percentage savings, estimated annual utility cost savings) and maintenance savings projections with fixture life expectancy. An optional alternate pricing section for dynamic lighting effects — including pre-programmed scenes, team entrance effects, goal or touchdown celebration effects, color-changing capabilities, and mobile or touchscreen control — must be clearly separated from base bid pricing.

Questions are due September 18 at 3:00 p.m. The estimated project completion date is to be determined.
