About this opportunity

The Kentucky Transportation Cabinet (KYTC) Division of Purchases is requesting bids on LED blinker signs and replacement parts with Federal Highway Administration funding, with electronic bids due September 1, 2026 by 1:30 PM EST through the Kentucky Vendor Self Service system. The procurement carries mandatory Buy America and Build America (BABA) Act compliance with required certifications prior to award.

The scope encompasses 40 line items: solar-powered and 110-volt LED enhanced signs in 36-inch and 48-inch sizes (Stop, Yield, Warning, Grade Crossing, and Chevron signs) and replacement components including battery/controller kits, power supply kits, time clocks, solar panels, chargers, wireless radios, push buttons, bollards for pedestrian activation systems, motion detectors, and Rectangular Rapid Flash Beacon (RRFB) assemblies. Quantities range from 5 to 15 units per line item. All signs must conform to 2023 Federal Highway Manual on Uniform Traffic Control Devices (MUTCD) standards, feature LED assemblies with automatic dimming capability, and be capable of operation via time clocks, radar, or photocell activation. Products must be new, current model year, and in first-class condition.

Pricing shall be submitted on a unit cost basis per line item; prices are firm for the first 12 months, after which increases may be requested with industry-wide cost documentation subject to Commonwealth approval, and decreases must be reflected immediately. Delivery is F.O.B. Destination Freight Prepaid to the KYTC Division of Traffic Operations Transportation Warehouse in Frankfort, Kentucky. The initial contract period runs from award through August 31, 2027, with four optional one-year renewal periods.

Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate is required, along with Automobile Liability Insurance if the vendor provides delivery services. Written questions are due August 18, 2026 by 4:00 PM EST, with responses posted by August 21, 2026. The tentative award date is September 30, 2026. All bidders must be registered in the eProcurement system prior to submission.
