About this opportunity

The Town of Manchester, located in Hartford County, Connecticut, is seeking a vendor for Leaf Processing and Removal Services through Invitation to Bid #22/23-87. The procurement involves processing and removing approximately 35,000 cubic yards of residential leaves collected from two municipal locations: 311 Olcott Street and 361 Hilliard Street. The contractor will be required to provide a front-end loader and operator to grind leaves, remove processed material, and supply up to 2,000 cubic yards of finished compost for resident use. The bid response is due on June 13, 2023, at 2:00 pm, with a contract term from the award date through July 31, 2024, and an option to extend annually for up to four additional years. Key deliverables include leaf processing at a per 100 cubic yard load rate, compost delivery back to the municipal site, and potential storm-related debris management services. Pricing will be evaluated based on the submitted line-item rates, with future contract extensions subject to price adjustments using the Bureau of Labor Statistics Consumer Price Index for all Urban Consumers.

The procurement includes specific compliance requirements under the Town of Manchester's Living Wage Ordinance, which mandates that covered employers with contracts exceeding $25,000 pay eligible employees a living wage of $15.34 per hour with comprehensive health care benefits or $23.35 per hour without such benefits. Bidders must complete a Living Wage Certification Form indicating their status as a covered employer or claiming exemption based on criteria such as nonprofit status, employee count, or contract value. The town reserves the right to terminate the contract with 30 days' written notice and requires comprehensive insurance coverage from the contractor, including workers' compensation and commercial general liability insurance. While specific budget ranges are not explicitly stated, the contract's scope suggests a potential annual value in the range of $50,000 to $150,000, depending on leaf volume and processing requirements. No specific set-aside designations or restrictions for disadvantaged enterprises were mentioned in the provided documentation, and no incumbent vendor information was disclosed in the procurement materials.
