About this opportunity
Missouri Department of Conservation is requesting bids for woodland thinning and timber stand improvement services at the Mule Shoe and Lead Mine Conservation Areas under IFB MDC 0000000254SL_1, with bids due September 7, 2026 at 1:00 p.m. Central Time via MissouriBUYS (MOVERS) or hard copy mail.
The scope encompasses selective tree culling by felling or girdling, herbicide application to stumps, and basal-area reduction across six line items totaling approximately 97.5 acres: stands 109 and 110 at Mule Shoe (40 acres of timber stand improvement), and stands 43, 44, and 45 at Lead Mine (51 acres of woodland thinning) plus stand 58 at Lead Mine (6.5 acres of timber stand improvement). Work must begin at Lead Mine and conclude with Mule Shoe, with 50 percent completion by March 1, 2027 and final completion by May 1, 2027. Treatment is prohibited during April 1 through August 31 (bat exclusion dates), firearms deer season, and the first seven days of spring turkey season. Bidders must submit firm, fixed unit prices per acre with all labor, equipment, materials, and supplies included; prices remain constant if the Department adds, removes, or modifies work areas during the contract period.
The contract period is one year from award. Missouri business requirements include Missouri Department of Revenue tax clearance certification, Missouri Secretary of State registration, and E-Verify enrollment if the bidder meets the definition of a business entity. A preference of five to fifteen bonus evaluation points is available for suppliers utilizing qualified nonprofit organizations for the blind or sheltered workshops, with a minimum $5,000 commitment or two percent of total contract value. Missouri-based business preferences apply when quality and price are equal or better. Award will be made to the lowest responsive and responsible bidder. A pre-tour of work areas is available upon request by contacting Scott Hollabaugh at 417-326-5189 x1841. Topographic and aerial survey maps are attached to support bid preparation.
