About this opportunity
The City of Scranton's Office of Economic and Community Development is soliciting proposals for Lead Inspections and Risk Assessment Services through an online e-Procurement Portal. The procurement seeks a qualified individual or firm to conduct comprehensive lead-based paint inspections and risk assessments in single-family occupied dwelling units constructed before 1978, with a focus on homes housing children under 6 years old or pregnant women. Key deliverables include detailed environmental inspections, lead hazard identification, education on lead poisoning prevention, and submission of comprehensive reports following HUD guidelines. The evaluation criteria for proposals will be weighted across five core areas: completeness (10%), responsiveness to requirements (25%), professional qualifications and experience (25%), proposed work plan (25%), and project fees (15%). Proposing firms must demonstrate a minimum of 5 years of experience and submit various required documentation including insurance certificates, affirmative action certifications, and non-collusion affidavits. Critical dates include a deadline for questions on March 2, 2023 at 4:00 pm, and proposal submissions due by 11:00 am on March 9, 2023, with the project expected to continue through September 2024.
The contract opportunity does not explicitly specify set-aside designations for disadvantaged enterprises, though standard municipal procurement practices often include such provisions. The project will be funded through American Rescue Plan Act (ARPA) resources, targeting vulnerable populations for lead exposure mitigation. Proposing firms will be required to perform quarterly performance data collection, submit monthly vouchers, and participate in quality assurance activities, with all laboratory analyses mandated to comply with EPA and HUD standards. While specific budget ranges are not detailed in the documentation, the comprehensive nature of the project suggests a substantial investment in lead assessment and mitigation services. Interested vendors must register on the City of Scranton's e-Procurement Portal and "follow" the project to receive notifications and be eligible to submit a proposal, with technical support available through OpenGov's software administration team.
