About this opportunity

The City of Pittsburgh's Department of Permits, Licenses and Inspections (PLI) is seeking an EPA-accredited laboratory recognized by the National Lead Laboratory Accreditation Program to provide lead dust testing services for rental properties and child care facilities. This Request for Proposal (RFP #2022-RFP-018) requires a laboratory to process dust samples, distribute supplies, and potentially train future inspectors, with PLI handling sample collection and wipes in-house. The procurement covers professional laboratory services focused on lead dust analysis, with key deliverables including sample processing and potential inspector training. Evaluation criteria will be comprehensive, with 15 points for firm qualifications, 15 points for team qualifications, 30 points for project approach and plan, 30 points for cost proposal, and 10 points for demonstrating good faith effort in minority, women, and veteran-owned business participation. The RFP was released on February 15, 2022, with questions due by February 25, 2022, and proposals due by March 21, 2022, at 3:00 pm. Lab services are expected to commence on or before May 31, 2022, covering jurisdictions in Allegheny County and Philadelphia City.

The procurement explicitly encourages participation from minority-owned businesses with an 18% goal, women-owned businesses with a 7% goal, and veteran-owned small businesses with a 5% goal. Proposals must be submitted electronically through the city's e-Procurement Portal, with respondents required to complete several mandatory forms including an MWDBEVOSB Commitment Form, vendor contact sheet, statement of affiliation, and W-9. While specific budget ranges were not explicitly detailed in the documentation, the comprehensive evaluation process suggests a structured approach to vendor selection that prioritizes both technical capability and diversity in business participation. The procurement appears focused on creating opportunities for qualified laboratories that can demonstrate technical expertise in lead dust testing while supporting the city's commitment to inclusive procurement practices. No incumbent vendors were specifically identified in the documentation, and no existing infrastructure integration requirements were mentioned beyond the laboratory's ability to process dust samples and potentially support future inspector training.
