Lee County, North Carolina is requesting proposals for lead-based paint inspection and risk assessment services for residential rehabilitation under its CDBG-NR program, with sealed bids due July 28, 2026 at 2:00 p.m. at the Lee County Finance Office. The awardee must hold current North Carolina certification for lead-based paint inspectors and risk assessors — a hard eligibility requirement.
The scope covers pre-rehabilitation lead-based paint inspections and risk assessments on up to three residential structures; post-rehabilitation clearance inspections; and additional lead sampling or testing as directed by the Construction Inspector during construction. All work must comply with 24 CFR Part 35, North Carolina Department of Health and Human Services standards, the NC Lead-Based Paint Hazard Management Program Rules (10A NCAC 41C Section .0900), and 40 CFR 745 Subpart L.
Bidders must submit a letter of interest that includes a rate schedule for inspection, risk assessment, and clearance services; the firm's average response time for completing inspections and reports following Notice to Proceed; proof of current North Carolina certification for lead-based paint inspectors and risk assessors; and documentation of applicable insurance coverage. Sealed bids must be submitted in two complete packages (which may be in one envelope) and must be mailed or hand-delivered to the Lee County Finance Office at 115 Chatham Street, Suite 301, Sanford, NC 27330. Single bid package submissions will be rejected.
Lee County anticipates issuing a Notice to Proceed within approximately 30 days of award and contract execution. Questions on scope should be directed to Tradell Adkins, Planner II, at tradell.adkins@sanfordnc.net. The County reserves the right to reject any or all proposals, request additional information, modify, or cancel the RFP.
