About this opportunity
The Madison Metropolitan Sewerage District (MMSD) is seeking sealed bids for a 2025 Lead Abatement project located at the Nine Springs Wastewater Treatment Plant in Madison, Wisconsin. The procurement involves comprehensive lead abatement and surface preparation in Aeration Gallery 1, which includes a 190-foot below-grade tunnel and pipes ranging from 2-1/2 to 36 inches in diameter. Bidders must be prequalified, with prequalification applications due by 4:00 pm on Tuesday, July 1, 2025. The project requires extensive safety measures, compliance with lead paint regulations, and adherence to OSHA standards, including comprehensive documentation such as respirator fit tests, medical surveillance records, and exposure monitoring records. Sealed bids will be received until 11:00 am on Tuesday, July 15, 2025, with a pre-bid meeting and site visit scheduled for Tuesday, June 24, 2025. The contract is anticipated to have a Notice to Proceed on August 21, 2025, with a 120-calendar day completion timeline and final invoicing deadline of Friday, December 19, 2025.
The procurement is structured as a lump sum contract with a 5% bid guarantee and exemption from Wisconsin state sales and use taxes. No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the documentation. Contractors will be responsible for surface preparation, cleaning, waste disposal, and providing a one-year warranty for workmanship and materials. The contract includes potential for final payment within 30 days of completion and written payment request. While specific budget ranges were not disclosed, the comprehensive nature of the lead abatement project suggests a significant investment in infrastructure maintenance and environmental compliance. Interested bidders should direct any questions to Brady Lessner, Maintenance Project Specialist, at (608) 222-1201 X281 or rfp@madsewer.org. The Madison Metropolitan Sewerage District reserves the right to reject any or all bids or to waive any technicality and accept the bid deemed most advantageous to the district.
