About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations for the supply and delivery of 3,500 cubic yards of Type A DOT gravel aggregate to the Lola Dana Training Site in Chester, Maine, with quotations due October 8, 2026 at 4:00 p.m. Eastern Standard Time. No set-asides or preference programs apply.
The gravel must meet DOT standard gradation requirements and be free from vegetable matter, lumps, clay balls, and deleterious substances. Delivery must occur during fall 2026 before facility roads become impassable from snow; if material is not fully delivered by that deadline, the remainder will be delivered in spring 2026 at no additional cost. Quotations must include the total cost for supplying and delivering all 3,500 cubic yards with freight and handling charges included, FOB Destination. The State requests pricing exclude federal, state, and local sales or use taxes. Bidders may also provide an optional per-yard price for additional material up to 400 cubic yards.
Award will be made to a single vendor on best value, with the lowest price among conforming bidders determining the selection. All quotations must remain firm for 180 days from submission. Quotations are submitted through the State of Maine's AdvantageME Vendor Self Service electronic procurement system.
Vendor personnel involved in delivery must pass federal background vetting conducted by the Department of Defense, Veterans and Emergency Management before accessing the training facility; the contractor must submit personnel lists within two weeks of contract award. The contractor is liable for damage to facilities or grounds during execution and must complete repairs within ten working days. Bidders must certify they are not debarred, have no conflicts of interest, and comply with all applicable federal and state laws, including cybersecurity and PFAS minimization requirements.
