About this opportunity
The Lower Chattahoochee Regional Transit Authority (LCRTA) has issued a Request for Proposal (RFP) for a comprehensive rural public transit service operations contract covering eight counties in Georgia: Chattahoochee, Clay, Marion, Webster, Harris, Quitman, Randolph, and Stewart. The procurement seeks a transportation service provider to manage a demand response transit system operating 12 hours per day, 260 days annually, from 6 a.m. to 6 p.m., beginning July 1, 2025. Key deliverables include full transit operations management, driver supervision, vehicle maintenance, service expansion planning, and strict compliance with federal and state regulations. Prospective contractors must submit written questions by May 8, 2025, at 4:00 PM local time, with complete proposals due by May 30, 2025, at 4:00 PM local time. The contract is structured for an initial one-year term with four potential one-year extension options, with contract award anticipated on June 18, 2025. Performance evaluation criteria will include maintaining 95% on-time performance, proper vehicle maintenance, and meeting established productivity metrics.
The RFP does not specify explicit set-aside designations or restrictions on respondent types, but requires contractors to comply with federal regulations including equal employment opportunity, drug and alcohol testing, and Americans with Disabilities Act requirements. The successful contractor will be provided with an existing fleet of 19 vehicles, primarily Ford Startrans and Transit models, and will be responsible for all operational costs including fuel, maintenance, staffing, and insurance. Current fare structures range from $3-$5 per trip, with discounts available for seniors and frequent riders. The service is funded through federal and state grants, with the contractor expected to collect and report fare revenues. While no incumbent vendor is explicitly mentioned, the comprehensive nature of the RFP suggests a potential transition between service providers. The total contract value is not specifically stated, but the scope of service across eight counties and the provision of 19 vehicles indicates a significant operational budget.
