About this opportunity
The Executive Office of Health and Human Services (EOHHS) of the Commonwealth of Massachusetts is reissuing a Request for Responses (RFR) to solicit additional proposals from eligible bidders to serve as mobile specimen collection and test result providers for the COVID-19 Mobile Surveillance Testing Program (MSTP). The MSTP aims to quickly deploy strategic surveillance testing to prevent the spread of COVID-19 in high-risk settings and communities across the state by deploying mobile testing teams to perform testing in easy-to-access community settings, state-operated facilities, and congregate care settings. Bidders must demonstrate the capacity to complete MSTP services for at least 100 individuals per day, including ordering provider, patient registration, specimen collection, transport, test result reporting, patient follow-up, and answering inquiries. The contract term is through December 31, 2021, with an option to extend for up to 12 additional months. EOHHS will pay the selected contractors $20.81 per COVID-19 test and $60 per hour per staff member of a Mobile Testing Unit, with a maximum of 3 staff per unit.
The RFR does not require a minimum percentage for supplier diversity plans, but the Commonwealth's policy promotes the award of contracts to certified minority, women, veteran, disability-owned, and LGBT business enterprises. EOHHS will select qualified bidders based on factors such as capacity, efficiency, and quality of work, and will assign them to authorized sites at its discretion. The RFR does not guarantee a minimum number of tests or sites to be awarded, and there is no minimum payment under the resulting contracts. Bidders can submit responses on a rolling basis through December 1, 2020, and EOHHS will enter into contracts with all bidders whose responses meet the RFR requirements.
