About this opportunity
The Commonwealth of Massachusetts Executive Office of Health and Human Services (EOHHS) is issuing a Request for Responses (RFR) to solicit proposals from eligible bidders to serve as mobile specimen collection and test result providers for the COVID-19 Mobile Surveillance Testing Program (MSTP). The purpose of the MSTP is to quickly deploy strategic surveillance testing to prevent the spread of COVID-19 in settings with increased transmission risk and communities with rising positive cases or test rates. EOHHS seeks to deploy mobile testing teams to perform testing in easy-to-access community settings, state-operated facilities, and congregate care settings. Bidders must have the capacity to complete at least 100 tests per day and be able to move testing sites with 48 hours' notice. Responses are due on a rolling basis, with priority given to submissions by September 11, 2020. EOHHS intends to contract with all qualified bidders, and the contract term will be through December 31, 2021, with an option to extend up to 12 additional months. EOHHS will pay bidders selected as contractors at the rates set in 101 CMR 446.00, which is $20.81 per test and $60 per hour per staff member of a Mobile Testing Unit at an Authorized Site.
The RFR does not specify any set-aside designations or restrictions on the types of organizations that can respond. However, EOHHS encourages the participation of certified diverse business enterprises, including M/WBEs, M/WNPOs, VBEs, SDVOBEs, DOBEs, and LGBTBEs, and requires contractors to submit a Supplier Diversity Program Plan. The RFR does not list any incumbent vendors or current contractors. The budget range or potential award values are not explicitly stated, but the payment rates for the services are specified in the RFR and Model Contract.
