About this opportunity

The Texas Health and Human Services Commission (HHS) is soliciting proposals for a Dietician position at Lubbock State Supported Living Center (LbSSLC), with bids due July 22, 2026 at 10:30 a.m. CST. Respondents must hold a current Dietician's License and submit hourly rate proposals covering both regular and outside-regular-hours services.

Respondents must comply with the HHS standard affirmations, data use agreement, and uniform terms and conditions, including E-Verify enrollment, debarment verification, cybersecurity training certification, and compliance with Texas preferences for service-disabled veterans, Texas bidders, recycled materials vendors, and economically disadvantaged areas. If the dietician will access or handle confidential information—including Protected Health Information, Personal Identifying Information, or Federal Tax Information—the respondent must complete the Security and Privacy Inquiry (Exhibit B-1) and demonstrate compliance with FIPS 140-2 encryption standards, breach notification procedures, annual workforce training, and other security controls within 30 calendar days for HIPAA-related information or 90 calendar days for other confidential data types from form signature.

Respondents must submit a copy of the Dietician's License, completed Exhibits A (HHS Solicitation Affirmations), C (Pricing Sheet), and D (Bidder Reference and Contractor Qualifications Form), and documentation of financial capability and ability to perform. Exhibit D requires a minimum of three verifiable references for similar contracts completed within the last five years, current staffing levels, relevant certifications and licenses, a one-page narrative of experience and qualifications, and at least two 24-hour emergency contacts. Bids must be submitted in U.S. dollars and received by the stated deadline; late submissions are not accepted. Bids may be submitted in person at the HHS Procurement and Contracting Services office (1100 W. 49th Street, Austin, Texas) or electronically through the HHS Online Bid Room. Electronic registration may require several days; respondents should allow adequate time before the deadline. All bids remain binding for 240 days from opening.
