About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Parks, is issuing a Request for Bid (RFB 758 2300000199) for the procurement of one riding lawn mower for Lake Cumberland State Resort Park in Jamestown, Kentucky. The solicitation, posted on September 27, 2022, requires the mower to meet specific technical specifications including a 72-inch front deck, four-wheel drive, folding rollover protective structure (ROPS), diesel engine with minimum 24.8 horsepower, and a minimum 16-gallon fuel tank, with approved models including the Kubota F2690, John Deere 1570, or an approved equal. Bidders proposing alternate brands must submit descriptive literature for equality verification, and all pricing must be all-inclusive of delivery charges with delivery required within ten days of contract award. The evaluation will be conducted on a best value basis using a ranking approach with 90 points allocated to price (lowest bidder receives maximum points) and 10 points allocated to delivery performance, with a required delivery time of ten working days after receipt of order and bonus points available for earlier delivery; a one percent per day penalty will be deducted from invoices for each day delivery is missed. Vendors' written questions must be submitted by September 30, 2022, at 10:00 a.m. ET, and bids are due by October 7, 2022, at 1:30 p.m. ET through the Commonwealth's electronic eProcurement system, with vendors required to be registered in the Vendor Self Service (VSS) system at least 24-48 hours prior to submission. Instruction and operating manuals must be furnished with all equipment, and all bid responses must be submitted electronically with no paper bids accepted.

Kentucky resident bidders will receive reciprocal preference per KRS 45A.490-494, and qualified bidders, including Kentucky Correctional Industries, will receive preference equal to 20 percent of maximum points. Prior to award, vendors must submit Revenue Form 10A100 (Kentucky Tax Registration Application), certificates of authority for foreign entities, required affidavits as outlined in Attachment B, and EEO forms if applicable. All bidders are required to complete the Annual Affidavit certifying compliance with multiple Kentucky statutes regarding campaign finance laws, sales and use tax registration, state tax obligations, and trade boycott prohibitions, with the affidavit effective for a maximum of one year. The contract shall be awarded as a group with all line items required, and vendors must bid all items or their bids will be deemed non-responsive. Pricing shall be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, with all prices excluding federal excise tax and Kentucky sales or use tax. The Commonwealth reserves the right to cancel the RFB if responses exceed available funding, and no specific budget range has been published in the solicitation documents.
