About this opportunity

The State of Maine Judicial Branch Facilities Department is seeking proposals for comprehensive lawn care services at the Skowhegan District Courthouse located at 41 Court Street, Skowhegan, Maine. The procured services include weekly mowing with seasonal height specifications (1.5-2.5 inches in spring, 2.5-3.5 inches in summer, and 1.5-2.0 inches in fall), edging, trimming, weeding, pruning, mulching, watering, and general cleanup of lawn and landscape areas. Additional deliverables encompass spring and fall cleanup operations, tree and shrub pruning and maintenance, mulching replenishment, flower bed maintenance, and insecticide application as needed. Proposals must include organizational qualifications and experience documentation, detailed proposed services with implementation timelines, and cost proposals submitted through the Vendor Self Service (VSS) system in four separate files. Evaluation will be conducted on a 100-point scale with Organization Qualifications and Experience weighted at 25 points, Proposed Services at 35 points, and Cost Proposal at 40 points, where the lowest cost proposal receives full points and higher bids are scored proportionally. Bidders must submit questions by April 14, 2026 at 4:00 p.m. local time, with responses published at least seven calendar days before the proposal deadline of April 24, 2026 at 4:00 p.m. local time. The initial contract period runs from April 30, 2026 to April 29, 2027, with two optional renewal periods of two years each extending through April 29, 2031.

The RFP does not specify set-aside designations or restrictions limiting eligibility to particular organization types or disadvantaged enterprises. Prospective bidders must provide certificates of insurance on ACORD forms, organizational charts, litigation histories from the past five years, and three project examples demonstrating relevant experience. All proposals must remain firm for 180 days from the bid opening date, and no best and final offers will be requested. The State reserves the right to negotiate with the awarded bidder or reject all proposals. One contract award is anticipated from this RFP process, with net 30 payment terms upon receipt of acceptable invoices. No specific budget range or award value is provided in the procurement documentation; however, bidders are required to submit a fixed total cost proposal for the entire initial performance period, which will constitute a significant evaluation criterion at 40 points of the total 100-point evaluation scale.
