About this opportunity

The North Carolina Department of Public Safety is requesting bids for lawn care services across four NC Army National Guard facilities in the Albemarle Region (Albemarle, Wadesboro, Monroe, and Concord), with bids due August 21, 2026, at 2:00 p.m. ET and mandatory pre-bid site visits on August 11–12, 2026. Late arrivals at site visits are prohibited from participation.

The scope covers lawn and grounds maintenance including mowing, edging, trimming, debris and leaf removal, weed and grass control, and related services on National Guard-owned grounds and adjoining highway right-of-ways. The contract runs for 28 total service visits between July 1, 2026, and June 30, 2027, with visits distributed monthly (one to three per month) and varying by location. Vendors must provide all equipment, supplies, materials, transportation, and labor. The facility point of contact retains authority to determine when services are not required for a period of time; the vendor cannot invoice for periods when services are deemed unnecessary. All work must present a well-maintained, professional appearance in accordance with contract specifications and applicable federal, state, and local laws.

Bidders must submit separate line-item costs for each location covering the number of cuts (25 per location), mulch and fertilization, leaf removal and beautification visits, and bush-hog services if applicable, with pricing required for the initial year plus optional renewal years. The State holds options to renew for up to two additional one-year terms, with renewal intent communicated no later than 30 days before the end of each current term.

Vendors must register with the North Carolina Secretary of State prior to award, provide proof of registration within 10 business days of notification, and submit financial stability documentation, federal lobbying certifications, proof of necessary licensing and permits, E-Verify compliance, and pesticide/herbicide application documentation. Award will be based on responsive bids offering the lowest price, with evaluation considering past performance, references, and financial stability. Written questions are due August 14, 2026, with State responses by August 19. Bids must be submitted through the Ariba Sourcing Tool; late bids are not accepted.
