About this opportunity

The North Carolina Department of Public Safety is soliciting bids for lawn care services at two National Guard facilities in the Clinton Region—Clinton Readiness Center (10 lawn acres) and Roseboro Readiness Center (2 lawn acres)—under IFB with bids due June 23, 2026 at 2:00 PM ET. Mandatory site visits are required at both locations on June 10, 2026 (10:00 AM Clinton, 1:00 PM Roseboro); vendors who do not attend in person will be deemed non-responsive.

The scope encompasses year-round lawn and grounds maintenance including mowing every 10 days March through September and every 15 days October through November, edging, trimming, debris and leaf removal, weed and grass control, mulching, stormwater control measure maintenance, security fence line clearing, and pesticide/herbicide application. The contract specifies 28 lawn maintenance visits per site annually, all work between 8:00 AM and 4:30 PM. Vendors must obtain all necessary permits and licenses, including pesticide and right-of-way licenses, and maintain documentation of all pesticide/herbicide applications. The vendor is responsible for all repair costs for damaged equipment and all disposal costs for removed vegetation and debris. No portion of work may be subcontracted without prior written state consent.

The initial contract term is one year from final execution, with the state retaining renewal options for up to two additional one-year terms upon 30 days' written notice. Vendors must begin work within 30 business days of the effective date. Pricing shall include all equipment, supplies, materials, transportation, and labor; the pricing form requires separate line items for standard visits, mulch application, and leaf removal/beautification visits, with distinct pricing for each location. Payment is contingent upon service inspection, acceptance by the site point of contact, and completion of the Post Lawn Care Checklist.

Vendors must demonstrate NC Secretary of State registration, financial stability certification, provide three customer references for similar services, and complete background checks. The state encourages participation from historically underutilized businesses with a goal of 10 percent utilization of diverse firms as subcontractors. Written questions are due June 12, 2026, with responses June 16, 2026.
