An urged but non-mandatory site visit is scheduled for September 8–9, 2026 from 9:00 a.m. to 3:00 p.m. ET at 5515 Western Ave., Morganton, Cabarrus County, North Carolina.
The scope encompasses year-round lawn and grounds maintenance including mowing, edging, trimming, debris and leaf removal, weed and grass control, and related services on National Guard property and adjoining highway rights-of-way. The pricing schedule requires submission of costs for standard visits (25 occurrences), mulch application (1 occurrence), leaf removal and beautification (3 occurrences), fertilization and seeding (2 occurrences), and bush hog services as needed. The initial contract term is one year from the effective date, with the State holding options to renew for up to two additional one-year terms upon 30 days' written notice before each expiration. Award will be made to the lowest responsive bid meeting all specifications, contingent on verification of past performance, references, and financial stability. Bidders must submit three customer references for similar services, a certification of financial condition, background check details, and obtain necessary licenses and permits including pesticide, right-of-way, and turf licenses prior to contract execution. Written questions are due September 11, 2026 at 5:00 p.m., with responses by September 14, 2026.
