The contract term is one year with state options to renew for up to two additional one-year terms upon 30 days' written notice prior to expiration. Vendors must submit itemized pricing by location and service type (standard visits, pruning/trimming, mulch, leaf removal, seeding/fertilizing, and bush-hogging) through the Ariba Sourcing Tool using Attachment A. Pricing must be total cost inclusive of all labor, equipment, supplies, and transportation. Invoices are payable only after work inspection and acceptance.

Evaluation is lowest price meeting specifications, with consideration given to past performance, references, and financial stability. Vendors must be registered with the NC Secretary of State and the electronic Vendor Portal (eVP) prior to award. Additional required submissions include financial stability certification, minimum three customer references, HUB supplemental vendor information, background check disclosures, and certification of compliance with federal contracting and lobbying requirements. Written questions are due June 17, 2026, with state responses by June 18, 2026.
