About this opportunity
The Huntsville Housing Authority is requesting proposals under IFB No. 2026-11 for lawn care and landscape maintenance services at the Northwoods Community, with bids due July 21, 2026 at 2:00 p.m. CST. A pre-bid conference is scheduled for July 7, 2026 at 2:00 p.m. CST at 200 Washington Street, Huntsville, Alabama.
The scope encompasses approximately 52 acres of landscaping maintenance including mowing on a 7-day cycle, pruning and trimming of trees and shrubs, spring and fall leaf removal (September through January), debris removal, lawn and bed inspection, weed control, and specialized tree trimming on a task-order basis. The contractor must furnish all equipment, tools, supplies, materials, labor, and insurance.
The initial contract award is for one year with options for four additional one-year renewal periods, not to exceed five years total. HHA reserves the right to terminate for convenience upon 10 days' written notice. The current service provider is HHA's in-house lawn care team.
Bidders must hold a valid City of Huntsville and State of Alabama contractor's license and a local business license if applicable. Required insurance includes worker's compensation (if applicable), general liability of at least $1,000,000 per occurrence, and automobile insurance with combined single limits of $1,000,000. All costs must be submitted via the eProcurement Marketplace on the provided Bid Cost Form and must be all-inclusive of labor, materials, overhead, and profit. No deposit or retainer fees will be paid, though the Agency may consider reasonable mobilization payments.
The procurement uses a two-step bidding process. Step 1 requires submission of the Form of Bid, HUD-5369-C certifications, and pricing. Step 2, required from apparent low bidders within five days of notification, requires licensing, proposed services documentation, Profile of Firm Form, managerial capacity information, client references, equal employment opportunity policies, and optional subcontractor information. Award will be made on a low-bid basis while considering responsiveness and responsibility. All bids are retained for 60 days following the deadline without written consent for withdrawal.
