About this opportunity

WSSC Water is soliciting sealed proposals for comprehensive lawn and landscape maintenance across its owned and operated properties in Montgomery County, Maryland, with a non-mandatory pre-bid meeting on November 5, 2026 and proposals due November 30, 2026 at 2:00 p.m. Offerors must meet minimum qualifications: three years of commercial lawn maintenance experience, membership in good standing with a landscape association, a valid Certified Commercial Applicator's License, and an incident rate not exceeding the industry average of 3.0 based on NAICS 561730.

The scope covers grass cutting, pesticide application, mulching, pruning, planting, fertilizing, hardscaping, cleanup, and debris removal at 132 sites, including water pumping stations, wastewater resource recovery facilities, elevated tanks, reservoirs, and maintenance vaults ranging from approximately 200 square feet to 70.59 acres. Services are organized into four geographic groups, and WSSC Water intends to make multiple awards across them. At Group 4, Site 16 (Sam Rice Manor WWPS), which is adjacent to an organic farm with beehives, only OMRI-listed or equivalent chemicals may be used. Contractors must maintain workers' compensation, commercial general liability, business auto, umbrella, and pollution liability coverage ($1,000,000 pollution per claim, $2,000,000 aggregate), with WSSC Water named as primary and non-contributory additional insured. Background investigations are required for all employees.

Pricing consists of fixed unit prices per term covering all labor, materials, and associated costs, with price adjustments capped at 10% annually in either direction. No economic price adjustment clause applies. The contract includes provisions for annual renewal at WSSC Water's discretion.

Evaluation is best value, weighted as follows: Key Personnel and Staffing (25%), Technical Approach (25%), Firm's Experience (15%), Safety Program and Regulatory Compliance (15%), Equipment and Deployment (10%), and Price (10%). Technical proposals are capped at 30 pages and must be submitted separately from price proposals. Only shortlisted offerors receive price evaluation, and WSSC Water reserves the right to conduct discussions and request Best and Final Offers.

Questions are due November 10, 2026 at 2:00 p.m. Responses must be submitted through the WSSC eProcurement Portal on OpenGov, and suppliers must include their WSSC Supplier ID. An attached Mid-Atlantic Purchasing Team Intergovernmental & Cooperative Purchasing Clause allows eligible entities to leverage the awarded contracts.
