About this opportunity
The New Mexico General Services Department State Purchasing Division is requesting sealed bids to establish a price agreement for law enforcement patrol rifles, suppressors, and accessories under ITB 70-79000-26-02119, with bids due October 20, 2026 at 2:00 p.m. Mountain Time. All bidders must hold a current Federal Firearms License (FFL), and bidders offering National Firearms Act (NFA) regulated items must demonstrate Special Occupational Tax (SOT) status or equivalent federal authorization or face bid rejection as non-responsive.
The scope spans four categories: Category A comprises seven SIONICS Weapon Systems rifle models in 11.5" to 16" configurations; Category B offers two suppressor variants (direct thread and quick detach); Category C includes upgrade options for existing rifles (bolt carrier group modifications, charging handle upgrades, sight conversions, trigger upgrades, buffer modifications, handguard replacements, and select-fire conversion capability); and Category D covers tactical accessories including rail covers, grips, magazines, optics, weapon-mounted lights, slings, and maintenance equipment. Category A rifles must include specified installed components as standard features. Category D accessories ordered with rifles must be factory-installed unless the customer requests otherwise in writing.
The price agreement term is one year from award with five optional one-year renewals, not to exceed six years total. Products must be new and covered by manufacturer's standard commercial warranty or superior contractor-offered warranty, with repairs completed within five business days or a like unit provided at no cost. Delivery is required within 120 calendar days of order on FOB Destination basis. Pricing must be firm, fixed, and fully loaded (covering overhead, shipping, and handling), excluding New Mexico gross receipts tax and local option taxes. Annual price adjustments are permitted not to exceed 5% (10% maximum within 12 months) with supporting manufacturer documentation; labor or administrative cost adjustments will not be approved. Electronic bid submission through eProNM is required along with a signed W-9 Form. The State reserves the right to make multiple awards when determined in its best interest. Evaluation criteria emphasize lowest total evaluated cost among responsive and responsible bidders.
