About this opportunity
The California Department of Alcoholic Beverage Control (ABC) is seeking to procure law enforcement duty equipment through an Invitation for Bid (IFB 145-006) covering multiple jurisdictions including Sacramento County and San Francisco City. The procurement focuses on replenishing law enforcement duty gear, with a specific requirement for brand-specific equipment to maintain departmental uniformity. The equipment list includes 17 distinct items such as 100 units of First Defense MK6 and MK4 pepper spray, 30 Streamlight Stinger DS LED rechargeable flashlights, 20 sets of Peerless handcuffs, and various duty belts, pouches, and tactical accessories. Bidders are required to submit two copies of a sealed bid package that includes multiple mandatory documents: Bid/Bidder Certification Sheet, Cost Sheet, Payee Data Record, Contractor Certification Clauses, Bidder Declaration Form, and Product Specification Sheet. The bid was released on April 6, 2016, with a strict submission deadline of April 15, 2016, at 3:00 p.m., followed by a bid opening at 4:00 p.m. the same day, with a Notice of Intent to Award and Proposed Award Date set for April 20, 2016.
The procurement offers opportunities for small businesses and disabled veteran-owned businesses (DVBE) with a 5% bid preference available to non-small businesses that commit to subcontracting at least 25% of the net bid price to California certified small businesses. Bidders must provide proof of California certification as a Small Business or Disabled Veterans Business Enterprise to qualify for preference, including certification numbers or pending application dates. Potential respondents must submit a California Sellers Permit and comply with various state regulations including nondiscrimination requirements, drug-free workplace standards, and environmental compliance. While specific contract value is not disclosed, the comprehensive equipment list suggests a moderate-sized procurement. Potential bidders can request clarification or ask questions by contacting Lisa Adamson via email at lisa.adamson@abc.ca.gov or by phone at (916) 419-2580. The award will be made to the lowest responsive responsible bidder, with an emphasis on meeting the specific brand and quality requirements outlined in the detailed equipment specifications.
