About this opportunity
Laurens County, Georgia is issuing a Request for Proposal (RFP) for the design, engineering, and construction of a firefighter training burn building facility, with sealed proposals due no later than 10:00 A.M. on Monday, April 6, 2026, at the Laurens County Commissioners Office located at 117 East Jackson Street, Dublin, Georgia. The procurement seeks a qualified firm to deliver a complete turnkey solution including conceptual design, engineering, permitting support, fabrication, delivery, construction, and commissioning of a multi-story steel training structure to be located at 128 Valambrosia Road, Dublin, Georgia. The burn building must support live-fire evolutions, structural firefighting drills, search and rescue operations, ventilation training, ladder operations, hose advancement, and incident command training, with a minimum of three stories featuring multiple burn rooms with high-temperature lining, interior and exterior stairways, hallways, confined spaces, maze areas, forcible entry points, roof ventilation props, balcony and window openings, standpipe systems, smoke ventilation controls, thermal monitoring and safety systems, and instructor observation points. The facility must meet or exceed NFPA 1402, NFPA 1403, NFPA 101, the 2018 International Building Code, Georgia Firefighter Standards and Training Council Regulations, OSHA requirements, and local building codes. The selected contractor is responsible for site assessment, all design drawings (conceptual and final), structural and mechanical/electrical engineering, fabrication and delivery of building components, on-site assembly and construction, installation of burn props and safety systems, utility connections, instructor training, and provision of operations and maintenance manuals. Proposals must include company profile and history, relevant experience with fire training structures, a list of similar completed projects, conceptual design, materials and construction methods, compliance documentation, project schedule, itemized cost breakdown, optional features and pricing, warranty terms, and a minimum of three fire service client references with similar projects.
The RFP does not specify set-aside designations, restrictions on respondent types, or disadvantaged enterprise requirements, nor does it identify any incumbent vendors, current contractors, or existing infrastructure requiring integration. No contract budget or funding source is specified in the available RFP documentation, meaning interested vendors should contact Laurens County for budget and award value information. The successful bidder will be required to submit certificates of workers' compensation insurance, liability insurance documentation, E-Verify compliance documentation, and a payment and performance bond upon contract award. The Laurens County Board of Commissioners reserves the right to accept or reject any and all proposals, request additional information, negotiate scope and pricing, or cancel the RFP at any time. Prospective bidders should note that the county will perform concrete construction of the building pad according to the successful contractor's specifications, limiting the contractor's responsibilities to those elements described in the RFP scope.
